In a 16-minute special session, council gives the Army a 3,070-square-meter home in the government center

The 4th Special Session was called to order at 9:29 a.m. and adjourned at 9:45 a.m. In those 16 minutes the council authorized the Mayor to donate 3,070 square meters of city land in Barangay Balintawak to the Philippine Army unit in Pagadian, and moved its next regular sitting to clear a Muslim holiday.

Why a special session

The calendar forced it. With Wednesday, August 26, declared a non-working Muslim holiday, Floor Leader Jackielyn Krystyl C. Bana proposed a day earlier that the council meet on the 20th rather than let the Army donation wait two weeks.

The donation

Resolution No. 2026-0514 authorizes the Mayor to sign a Deed of Donation over Lot 2, Block 1-C of the PRC-MCO Subdivision Plan, 3,070 square meters at the President Corazon C. Aquino Regional Government Center in Balintawak. The recipient is the Military Reservation Army Unit assigned in Pagadian City, Philippine Army, and the land is for its office building and amenities.

With the committee chair absent, Councilor Ann Marjorie N. Revelo, vice chair of the Committee on Planning and Landed Estates, rendered Committee Report No. 246. She told the body that “all requirements for the proposed donation had already been complied with.” No one rose to debate it, and the recommendation carried.

Government-center land authorized for donation in two days

Taken together, the council authorized two donations from the same government center in Balintawak in two consecutive days. The center is where the city sets aside land for government offices, and how that land is allotted deserves public attention.

The calendar, and one invitation

On motion of Councilor Ronald Christopher Glenn L. Ariosa, Resolution No. 2026-0515 set the 48th Regular Session for September 2, 2026 instead of the August 26 holiday. The council also noted a DILG invitation to eTALAKAY 2026, a forum on strengthening agriculture and reforming real property valuation and assessment.

Floor Leader Bana was on official time attending the regular session of the Sangguniang Panlalawigan of Zamboanga del Sur as an ex-officio board member. Councilor Ariel J. Lim, Jr. was on leave.
