Following a lengthy discussion, a recess was declared by the Chair to allow the Council Members to discuss the issue informally. Upon resumption at 10:39 a.m., Honorable Culve moved to have the matter be temporarily laid on the table while waiting for the resource speaker to arrive and enlighten the body, however, before the Chair ruled on the motion, Honorable Lim, Jr., was recognized who then presented to the body the salient aspects of the recent request of the Honorable City Mayor. Accordingly, he provided information that there was already a previous request of this particular subject matter which was previously referred to the Committee on Health and Social Services. He also expressed his observation that the request pertains to two (2) projects in the total amount of P31-Million of which P15.5 million was already deposited to the LGU for the Bagong Pilipinas Rice Program subsidy, while the remaining funds for the construction of a Multi-Purpose building has not yet been downloaded. Further into his discussion, he made it clear that the granting of authority to implement the project for rice subsidy must strictly adhere with the established “Sagip-Saka” guidelines which requires that the rice shall be procured directly from the qualified local farmers.
