Sisona, in the Session Hall who was invited purposely to shed light on this matter, the Chair, upon motion of Honorable Ronald Christopher Glenn L. Upon recognition, Ms. Sisona briefed the body that the request stemmed after the inspection made by the GSIS head to the site concerning the donation of Lot 1, Block 16-A with an area of 3,056.67 square meters, where they had noticed that there is a vacant lot containing 5,000 sq. m. area which, accordingly, was previously donated to DAR but were not pursued. They found the vacant lot to be more viable considering that it is much bigger. She also informed the body that the said donation to DAR was made last December 17, 2017 but it is now subject for revocation of the Deed of Donation on the ground that it failed to initiate the construction of their office building within the period of 18-months from the effectivity of the deed.

In response to the queries of the Floor Leader regarding the effort to effect the revocation of the donation and the automatic revocation provision in the Deed of Donation, she contended that it was the practice of their office to just inform the other party of the contract regarding the provision of the automatic lapse and no formal action were made to officially revoke the said donation.

A brief recess was declared to allow the Council Members to scrutinize the provisions of the Deed of Donation. Upon resumption and after it was found out that there was no automatic revocation clause incorporated in the said deed, Ms. Sisona then assured the body that she will provide the necessary Certification of Availability of Lot to ensure that indeed the subject is available and ready for disposal as required by the body.
