First considered was Committee Report No. 184 from the Committee on Education, Science & Technology & Accreditation of NGOs and Pos, and Committee on Barangay Affairs, as presented by Honorable Culve, for Referral No. 15cc-0317 relative to the endorsed request of the Honorable City Mayor for authority to enter into a Deed of Donation with the Office of the President for the Bawat Barangay Makikinabang: Presidential Assistance under Socio Project Funds Intended for the Fifty-Four (54) Barangays of Pagadian City and to accept the donation and ensure its proper utilization. Based on the initial evaluation and consideration of the concerned Committees, the following findings were recorded as herein stipulated, viz:

Even if both City and Province receive allocations under the said program, the funds directly allocated to the City Government of Pagadian will be bound to specific, non-overlapping projects or line-items distinct from any provincial program. Provincial interventions generally focus on macro-level or inter-boundary projects while city-administered funds target localized, immediate barangay-level needs.
