Upon resumption, the Honorable Presiding Officer informed the body that the action of the Barangay Council of White Beach was an offshoot of a resolution passed during the 14th City Council, per recommendation of the Committee on Planning and Landed Estates, which in gist, authorized the Honorable City Mayor to apply, for and in behalf of the City Government, for land titling with the Department of Environment and Natural Resources–Community Environment and Natural Resources Offices (DENR-CENRO) in relation to parcel of public land located at Barangay White Beach, this city. At this point, Honorable Lim, Jr., in his capacity as the Chairperson of the Committee on Planning & Landed Estates during the previous Council, explained that the recommendation to pass Resolution No. 2025-1093 was anchored on the fact that there is an existing, alienable and disposable untitled parcel of land located at Barangay White Beach to which the City Government would like to apply for titling, such that he sought clarification whether supporting/additional documents were attach to the request of the Barangay Council, to which the Secretary to the Sanggunian responded that only the resolution was submitted and received by the office. Furthermore, he then stressed his assumption that there might be a conflict in the application for land titling of the said parcel of land, to which the Presiding Officer provided information that there are at least two hundred (200) households that will be affected. Honorable Ronald Christopher Glenn L. Ariosa, for his part and upon recognition, supported the suggestion of the other Council Members to refer the foregoing matter to the appropriate committee for the conduct of a public hearing.

Initially, Honorable Obaob, upon recognition, justified the foregoing request where he described the DPWH, in relation to the implementation/maintenance of public works in the national road, as very strict that even a small crack or hole it will automatically demand from the contractor for replacement. In relation thereto, he argued that the PAMANA, on the other hand, is regularly doing excavation works along the national highway and he then expressed apprehension that the restoration thereof might not be in conformity with the existing national engineering standards, protocols and statutory regulations governing the use of national roads. He further intimated the activities undertaken by the PAMANA has caused inconvenience to the riding public aside from posing great danger to the lives and limbs of the motorists and pedestrians.

Following the suspension of the rules, the body, after Honorable Lim, Jr. gave a brief background on the matter, then recognized LTCOL Jerwin SD Cagurin, Chief of Police, to provide an update on the incident of riots in the city.

Consequently, LTCOL Cagurin reported two (2) sensational riot incidents in the city which went viral. Accordingly, the first was last June 15, 2025, which took place at the vicinity of Dose Pharmacy and Convenience Store, Barangay San Francisco. However, after conducting investigation it was revealed that such incident is not considered a riot as there were only two (2) persons involved in a fist fight but the other customers were seen throwing bottles in the street purposely to stop and separate them. He also intimated that up to the present the persons involved never reported to the station regarding the incident. As to the second incident, it happened last July 2, 2025 at the Katribu Restobar wherein the troublemaker was a passerby who initiated a fight with a group who were drinking at the bar and it escalated into a riot when others joined in to help the unidentified victim being beaten up. Furthermore, he averred that the suspect was identified as having a previous case of theft, and is noted to be involved with a group of thieves who usually loiter along the boulevard.

In response to the manifestation presented by Honorable Lim, Jr., LTCOL Cagurin presented the following suggestions/recommendations, viz: a) requiring big establishments to hire security personnel to regulate customer spillover to outside the establishment and not just leave it to the PNP personnel to implement crowd control; and b) the City Government should put up additional CCTVs particularly in all public places. On the query posed by Honorable Lim, Jr., he confirmed that minors were spotted in some bar establishments, however, he categorically stated that they are not involved in riots.

During the discussion, Honorable Revelo, having been informed that there is an existing ordinance prohibiting drinking of liquor in public places, suggested to look into the business permits of the establishment to determine whether a convenience store is allowed to operate as a bar during nighttime. She further alleged that this situation contributes to noise pollution due to the loud music.

Honorable Co, for his part, enlightened the body on the distinction between an armed security guard which is commonly employed in establishments and a bouncer, where he cited the provisions of Republic Act No. 5487, such that in cases of conflict, a single guard may not be sufficient, especially in large establishments. Honorable Pulmones, upon recognition, suggested to refer the concerns brought out by the individual Council Members to the appropriate committee for possible strengthening and review of existing ordinances in relation to the issuance of business permits particularly on the issue of selling liquor and cigarettes to minors. She also gave an assurance of the Liga ng mga Barangay’s commitment to help in the implementation.

With no further discussions from the Council Members, LTCOL Cagurin then informed the body that the Pagadian City Police Station was recently recognized and awarded as the Top Performing Component City Police Station in Region IX. Thereafter, the Honorable Presiding Officer expressed thanks as she congratulates the City PNP for their accomplishments and she added some points to be included as to the prevention, namely: to put hotlines in every establishment, installation of CCTVs and closely monitor the selling of liquor to minors.

Next recognized was Ms. Evangeline Poquita, City Social Welfare and Development Officer. Preliminarily, she reported on the matter concerning their office action in the rescuing at least 145 street children and children on street where it was found out that 16 of those were using rugby solvent and 3 of which are now in Bahay Pag-asa and 2 where turned-over to their families. She also contended that the curfew under the Children’s Code was not yet implemented due to lack of the Implementing Rules & Regulations (IRR) as the Technical Working Group who will be responsible in the drafting of the IRR has not yet been convened and constituted as they are still awaiting the City DepEd to submit the name of the PTA President before the City Mayor may issue an Executive Order for the purpose.

During the discussion, Ms. Poquita noted the suggestion made by Honorable Bana for the social worker to take the lead in the operation to rescue minors from the street considering the minor’s vulnerability and to ensure that the rights of the minor is protected. On her query if there are enough personnel at CSWD, Ms. Poquita disclosed that there are only six (6) regular employees at the CSWD while the rest are casuals or job orders however she already brought up this matter to the City Chief Executive to hire more social workers to complement the office responsibilities. On the issue concerning the matter on how the barangays can help in the implementation of curfew for minors as well as in the rescue of street children, Ms. Poquita suggested, if possible, for barangays to include in their respective budget the hiring and/or appointment of female social workers to respond during rescue operation of minors.

At this juncture, Honorable Obaob inquired on the status and physical condition of Bahay Pag-asa, where he revealed his previous experience relative to an apprehended minor of a crime of robbery who was confined at the City’s Bahay Pag–Asa but information has it that the said minor later escaped, to which he expressed concern on the action of the minor particularly on the matter of climbing fences might cause injury to the escapee which will result to the liability of the City Government. He also lamented the non-implementation of the curfew ordinance considering that it is provided already in the ordinance the offices who shall implement the provisions thereof. Ms. Poquita, in response thereto, clarified that they had already secured funding of P2-million for the improvement of the Bahay Pag-Asa including the installation of barb wire and CCTVs, as she further gave assurance that all concerns brought out by Honorable Obaob is well taken.

Presented before this august body is Joint Committee Report No. 001 from the Committee on Commerce, Trade & Industry & Economic Enterprise & Cooperatives and Committee on Finance & Appropriations, which was presented by Honorable Revelo, for Referral No. 15cc-0014 relative to the endorsed Board Resolution No. 11-05-01 of the Pagadian-ZDS Chamber of Commerce and Industry Foundation, Incorporated (PZCCIFI), which in gist sought the support, participation and partnership from the Local Government of Pagadian City in the hosting of the 2025 Business Week Celebration and the 2nd Zamboanga Peninsula Investment Conference (ZAMBOPEN ICON) slated on July 20-25, 2025 in Pagadian City, Zamboanga del Sur, with a request of the Honorable City Mayor for an authority to extend financial assistance in the amount of P350,000.00 chargeable against the account of Financial Assistance to Organizations. Following a short deliberation and, in support to the Committee’s recommendation, the body then resolved to adopt Resolution No. 2025-0022, authorizing the Honorable City Mayor to extend financial assistance in the amount of Three Hundred Fifty Thousand (P350,000.00) Pesos to the Pagadian City–Zamboanga del Sur Chamber of Commerce & Industry Foundation, Incorporated, (PZCCIFI), as City Government’s counterpart, for the hosting of the 2025 Business Week Celebration and the 2nd Zamboanga Peninsula Investment Conference (ZAMBOPEN ICON) on July 20-25, 2025 at Pagadian City, chargeable under the Account No. GAD-25-3000-F-a3, Financial Assistance to Organizations.

Thereafter, the matter was then retrieved and, upon his motion, the body resolved to refer instead Item F-5.6 to the Committee on Infrastructure, Public Bidding & Community Development.

On the issue pertaining to the information/data provided by the Philippine Red Cross–Zamboanga del Sur Chapter relative to the bloodletting activities covering the period from January 2025 up to June 2025 where it was revealed that at least ten (10) persons were confirmed as reactive Human Immunodeficiency Virus (HIV) after testing, the body resolved to jointly refer the same to the Committee on Health & Social Services; Committee on Police, Fire & Public Safety; and Oversight Committee.

On the information that the Pagadian City Police Station was recognized and awarded as the Top Performing Component City Police Station in Region IX, and his proposal to express the body’s congratulations and commendation was supported by the body. Following the suspension of the rules to urgently consider the matter, the body, with no further discussion and, at his instance and duly seconded, resolved to approve the same through the passage of Resolution No. 2025-0023, conveying the body’s congratulations and commendation to the Pagadian City Police Station for being recognized and awarded as “The Top Performing Component City Police Station in the entire Region IX.

The concern presented by Honorable Tan relative to the forthcoming celebration of the Linggo ng Kabataan on August 12, 2025, and her information that the different activities for such celebration will start during the month of July 2025 to provide the Youth Council of the Pagadian City amply time to prepare for the different activities as well as raise necessary awareness regarding the said event, was simply noted and filed.
