Upon recognition, Ms. Lolita Dumaboc, President of the Vegetables & Spices Association at the Agora, expressed gratitude to the 15th City Council for giving them the opportunity to express their grievances concerning the manner to which they were treated at the Agora market. Accordingly, she informed the body that last July 26, 2025, the City Administrator–in the person of Mr. Vince Quipot–called for a meeting with the complaining vendors and articulated the various violations they have committed in relation to the provisions of City Ordinance No. 2007–265 otherwise known as the “Revised Guidelines and Policies Governing the Operation and Management of the Newly Restructured City Public Market.”

At this point, the query propounded by Honorable Obaob and further clarified by the Honorable Presiding Officer relative to the commitment made by Mr. Marlon Luzon, designated Market Superintendent, during the previous session relative to the awarding of stalls, prompted Ms. Dumaboc to confirm that five (5) out of the six (6) stall vendors had already been awarded the stalls while the other one (1) was promised with a stall near the fish section which is currently undergoing renovation. On the other hand, Honorable Co, upon recognition, elucidated the method governing the awarding of stalls which is usually done through a raffle to maintain fairness. Further into the discussion, Honorable Co, in consideration of the other issues that were brought up, suggested that it should be referred to an appropriate Committee to study and evaluate the matter.

Honorable Lim, Jr., after verifying that Mr. Luzon is absent in the session hall despite the invitation made in open session, stressed that the issue is not confined to the six (6) identified vendors but rather the 64 transient vendors that were removed or displaced. He then suggested to amend the ordinance due to the alleged violations. Honorable Revelo, for her part, inquired whether the Chairman of the SP Committee on Market & Slaughterhouses/Dressing Plants was invited during the recent awarding of stalls considering the provision of City Ordinance No. 2007–265 which provides that he is a member of the Market Screening Committee, to which Honorable Co intimated that there was no awarding of stalls and clarified that it was just a relocation of stalls which does not necessitate the convening of the Market Screening Committee.

Lim, Jr. on the actions taken by the Executive Department with regard to the request of the 14th City Council as provided under Resolution No. 2025–1105, dated June 11, 2025, requesting the Honorable City Mayor to direct the City Engineer to urgently prioritize the rehabilitation and/or repair of the damaged and deteriorated road stretch from Barangay Dao up to Barangay Kagawasan, this city.

With the presence of Engr. Joseph Isaias M. Quipot VI, City Administrator and representative of the Office of the City Mayor, in the session hall, the rules were then suspended. Upon recognition, he then provided a brief background information on the status of the foregoing road stretch which was built during the time of the late City Mayor Benjamin Arao way back in the 1990’s, where the thickness of the road was just six (6) inches only capable for a light to heavy equipment not exceeding 8–ton capacity. Furthermore, he averred that due to the fast development and progress of the city where there is a significant increase of road users and the motor vehicles got bigger and heavier have greatly contributed to the road’s dilapidation. He also informed the body that since 2019, the City Government had started undergoing rehabilitation and road widening thereat by increasing the road thickness from 6 inches to 8 inches but, admittedly, the current budget cannot sustain the repair and rehabilitation of the said road due to insufficient of funds.

During the discussion, the Honorable Ronald Christopher Glenn L. Ariosa recalled that he had previously sponsored a resolution prohibiting the passage of trucks above 8-ton capacity through the barangay roads. He emphasized, that with the current 20-25 tons load capacity of the trucks plying the said roads, the road’s structural capacity cannot be sustained since the road was not designed for big trucks. He then suggested that this matter be referred first to an appropriate committee to come up with better inputs. On the matter sought by Honorable Lim, Jr. relative to the list of infrastructure projects included in the Calendar Year 2025 Annual Investment Program (AIP 2025), the City Administrator responded that he is not aware as he then gave assurance that he will personally look into the matter.

Honorable Obaob, on the other hand, sought clarification on the current protocol observed by the Executive Department particularly on the matter of inviting department heads or chiefs of offices as resource persons during committee meeting of the different committees of the Sangguniang Panlungsod, as he narrated the usual practice of sending invitation addressed to the Honorable City Mayor and furnishing copies to the concerned department heads/chiefs of offices for their information and guidance. He also elucidated his recent experience wherein the department heads had refused to receive the copy of the invitation for the reason that all must be coursed through the Office of the City Mayor which resulted to the non-appearance of the invited resource person during the scheduled meeting, which manifestation was supported by Honorable Revelo who experienced similar incident. In response thereto, Engr. Quipot VI, while welcoming the observation, maintained that the invitation must be addressed to the Honorable City Mayor through the concerned department head and furnish the concerned department head/chief of office with a copy of the letter-invitation that was received by the City Mayor’s Office.

On the issue of unserviceable motor vehicles which were haphazardly and arbitrarily parked along the public thoroughfares of the city which has, observably, contributed to traffic congestion and posed serious hazards to motorists and pedestrians alike, the body adopted Resolution No. 2025-0051, requesting the Honorable City Mayor to direct the Chief of Police–Pagadian City Police Station and the Head–Road and Traffic Management Office, Office of the City Mayor, to strictly implement the provisions of City Ordinance No. 2k2–215, entitled: “An Ordinance Removing All Unserviceable Vehicles Parked Along The Highways, Public Thoroughfares, Public Boulevards, Driveways, Avenues, Parks, Streets, Alleys, Sidewalks And/Or Callejons Providing Charges, Storage Fees And Penalties Thereof.”
