At this point, the Honorable Presiding Officer informed the body that there is now available tourism road map, as she clarified that this is just a sentiment of the proponent. The proponent, on the other hand, manifested the lack of tourism sites/spots available in the city as she then contended that the foregoing draft will somehow address the same. Furthermore, the proponent contended, in response to the proposition of the Honorable Floor Leader to include in the preservation the original motorized tricycle-for-hire, that she had previously sponsored a resolution for that purpose during the previous set of council, to which Honorable Revelo argued the need for this Council to enact another resolution of the same nature as the previous measure is already ineffective.

Following a brief deliberation and after the rules were suspended to urgently consider the matter, the body, upon her motion and duly seconded, enacted Resolution No. 2025-0059, adopting and institutionalizing the digital archive initiative of the Office of the Secretary to the Sangguniang Panlungsod for the preservation and digitization of legislative documents.

At this point, Honorable Revelo, upon recognition, rose on a point of privilege hour where she presented the matter pertaining to the mandatory wearing of protective helmets by motorcycle drivers and riders in the City of Pagadian as mandated by Republic Act No. 10054 and further boosted by City Ordinance No. 2018-416. In relation thereto, she cited that during the 13th City Council, the mandatory wearing of half face helmet by drivers and passengers of motorcycle as mandated under City Ordinance No. 2018-416 was temporarily suspended due to the alleged rising cases of killings perpetrated by so-called riding in tandem. Furthermore, she stated that during the previous Council, the 14th City Council, she authored a similar ordinance purposely to safeguard and protect lives from road accidents, but to her dismay, the measure was vetoed by the City Chief Executive.

Now with the full support of Congressman Joseph Kim Yu, 1st District of Zamboanga del Sur, the LTO, the PNP and other concerned national and local government offices, the mandatory wearing of helmet in the City of Pagadian is now being implemented, to which she expressed elation over the concerted effort exerted by the concerned agencies/offices to invigorate such life-saving measure. She then echoed the words of PNP Provincial Director Arañas that “more lives are lost due to motorcycle accidents than shooting incidents involving motorcycle riders,” as she further intimated that safety should not be sacrificed in the name of security, instead there is a need for good collaboration between community, law enforcers and others to curb criminality, as the fight against crime should not come at the cost of public safety. Finally, she exhorted everyone to continue to work together to ensure that every Pagadianon feels safe in the streets.

At this juncture, the body proceeded to treat the unscheduled Joint Committee Report No. 013 from the Committee on Health & Social Services; Committee on Police, Fire & Public Safety; and Oversight Committee, as reported by Honorable Lim for Referral No. 15cc-0030. The matter pertains to the information/data provided by the Philippine Red Cross–Zamboanga del Sur Chapter relative to the bloodletting activities covering the period from January 2025 up to June 2025 where it was revealed that at least ten (10) persons were confirmed as reactive Human Immunodeficiency Virus (HIV) after testing. During the presentation, it was revealed, based on the findings of the concerned Committees, that there were nine (9) persons confirmed as reactive for the said period but the tenth individual was from an earlier test prior to January 2025. It was also established that the success of proactive testing and some inadequacies were observed particularly the lack of sundown clinics in the city and the need for wider coverage on the information campaign and testing to all barangays.
