Council falls short of a quorum, transacts no business — 9th Regular Session

After the roll call conducted by the Secretary to the Sangguniang Panlungsod, only five (5) Council Members were recorded present, namely: Honorable Jackielyn Krystyl C. Bana, Honorable Ann Marjorie N. Revelo, Honorable Maphilindo Q. Obaob, Honorable Bienvenido C. Culve, and Honorable Joan Szanne S. Pulmones. Since this number was insufficient to muster a quorum, a recess was declared.

With the information that Honorable Vice Mayor Monique Shaira Y. To is currently the acting City Mayor, Honorable Roger L. Acedillo, Honorable Ronald Christopher Glenn L. Ariosa and Honorable Marylynn U. Tan were on Official Time, the Honorable Ma. Alicia Elena V. Ariosa and Honorable Lance Samuel F. Co were on Official Business while Honorable Patrisha Kaye N. Asugas was on Official Leave, the session was then resumed at 10:44 a.m. and after ascertaining that it could not muster a quorum following another roll call conducted which resulted only to a total of six (6) members present including Honorable Ariel J. Lim, Jr., the body, pursuant to the provisions of the Internal Rules of Procedures, proceeded to just refer the matters calendared under First Reading and Referral to Committees, to wit:

The Reading and Approval of the Minutes of the 8th Regular Session which was held on September 03, 2025 was recalendared in the next session.

Appropriation Ordinance No. 02, s. 2025 (Supplemental Budget No. 01) of Barangay Balintawak, involving an appropriation of Two Million Two Hundred Four Thousand Seven Hundred Ninety-Four Pesos and 58/100 (P2,204,794.58) was referred to the Committee on Finance & Appropriations.

Draft Ordinance No. 017, authored by Honorable Bienvenido C. Culve, entitled: “An Ordinance Regulating The Use Of Electronic Gadgets In The Elementary And Secondary Schools In The City Of Pagadian And Providing Specific Sanctions For Violation Thereof,” was recaledared in the next session.

The letter of Mr. Norton T. Dagadas, Project Officer, PAMANA Water Corporation, acknowledging receipt of SP Resolution No. 2025-0032, entitled: “A Resolution urging the management of the Pagadian City Water District (PCWD) and the PAMANA to closely coordinate with the Department Of Public Works & Highways (DPWH)–First Engineering District, Zamboanga Del Sur, the City Engineer’s Office, and other concerned agencies relative to any current and future works along the national highway and city roads to avoid further damage, delays or disruption in the implementation of public infrastructure projects, was noted and filed with a further advice from the Presiding Officer to furnish copies all the Council Members.

The following resolutions from the Sangguniang Panlalawigan were simply noted and filed, viz:

Resolution No. 12-57-2025 from the Sangguniang Panlalawigan of Zamboanga del Sur, entitled: “Declaring valid City Ordinance No. 2025-604, titled: “An Ordinance Institutionalizing Health Learning Institutions (HLI) in Pagadian City.”

Resolution No. 12-85-2025 from the Sangguniang Panlalawigan of Zamboanga del Sur, entitled: “Declaring valid City Ordinance No. 2025-603 of Pagadian, Zamboanga del Sur, Titled: “An Ordinance Adopting And Localizing The Implementation Of Republic Act No. 11861, Entitled “An Act Providing For Benefits And Privileges To Solo Parents And Their Children, Appropriating Funds Therefore And For Other Purposes.”

Resolution No. 12-87-2025 from the Sangguniang Panlalawigan of Zamboanga del Sur, entitled: “Declaring valid City Ordinance No. 2025-605 of Pagadian, Zamboanga del Sur, Titled: “An Ordinance Approving The Temporary Closure To Vehicular Traffic Of Gov. Vicente M. Cerilles Street Half Lane (One Way) Specifically Fronting Saint Columban College From Corners Sanson Street And V. Sagun Street, for the period from April 28, 2025 up to May 01, 2025, in Connection With The Saint Columban College–College Of Business Education Activity Known As “Tabo 2025.”

The following Draft Ordinances calendared under Business of the Day (Matters for Second Reading), was recalendared to the next session, viz:

Draft Ordinance No. 016, sponsored by the Committee on Laws, Rules & Policy Formulation, entitled: “An Ordinance Promulgating the Internal Rules of Procedure of the 15th City Council.

Draft Ordinance No. 009, authored by Honorable Ann Marjorie N. Revelo, entitled: “An Ordinance Localizing The Safe Spaces Act Within The City Of Pagadian, Appropriating Funds Therefore And Providing Penalties For Violation Thereof.”

The endorsed letter/follow-up from the Local Finance Committee relative to the status of the Supplemental Budget No. 1 and the revised Supplemental Annual Investment Program (SAIP) No. 1 for Calendar Year 2025, which was received last July 8, 2025 was referred to the Committee on Finance & Appropriations.

The endorsed machine copy of an Advisory dated September 1, 2025 from the Department of the Interior and Local Government, on the subject: Regional Award Committee-IX conduct of the LLA Evaluation to the Sangguniang Panlungsod of the cities of Region IX and Regional Validation of the Sangguniang Bayan winners endorse by the Provincial Award Committee (PACS) on the 1st-3rd Class Municipality Category and 4th-6th Class Municipality Category, with information that the evaluation for Pagadian City is scheduled on September 25, 2025 in the afternoon, was deemed noted and filed.

Thereafter, the Chair, aware that it could not transact any other business, then declared the session adjourned on motion of Honorable Jackielyn Krystyl C. Bana, following the closing prayer led by Honorable Ariel J Lim, Jr.
