Council falls short of a quorum, transacts no business — 10th Regular Session

No quorum was constituted when the council convened on September 18, 2025, so the sitting transacted no business and stood in recess. Only 3 members answered the roll.

After the roll call conducted by the Secretary to the Sangguniang Panlungsod, only three (3) Council Members were noted present, namely: Honorable Roger L. Acedillo, Honorable Maphilindo Q. Obaob, and Honorable Bienvenido C. Culve. As this number was insufficient to constitute a quorum, a recess was declared.

It was then reported that Honorable Vice Mayor Monique Shaira Y. To was serving as Acting City Mayor, while Honorable Lance Samuel F. Co, Honorable Ronald Christopher Glenn L. Ariosa, Honorable Jackielyn Krystyl C. Bana, Honorable Ma. Alicia Elena V. Ariosa, Honorable Joan Szanne S. Pulmones and Honorable Marylynn U. Tan were all on Official Business and Honorable Patrisha Kaye N. Asugas was out on Official Time.

The session resumed at 10:00 a.m., and another roll call was conducted. However, a quorum still could not be mustered, with only five (5) members recorded present, including Honorable Ann Marjorie N. Revelo, Honorable Ariel J. Lim, Jr. Accordingly, pursuant to the provisions of the Internal Rules of Procedure, the body proceeded to refer the matters calendared under First Reading and Referral to Committees, to wit:

The Reading and Approval of the Minutes of the 8th and 9th Regular Session which were held on September 03, and September 10, 2025 respectively was recalendared to the next session.

Draft Ordinance No. 017, authored by Honorable Bienvenido C. Culve, entitled: “An Ordinance Regulating The Use Of Electronic Gadgets In The Elementary And Secondary Schools In The City Of Pagadian And Providing Specific Sanctions For Violation Thereof” was recalendared to the next session.

The machine copy of Memorandum Circular No. 2025-080, dated August 07, 2025, from the Department of the Interior and Local Government (DILG), on the subject: “Continuing Local Legislative Education Program (CLLEP) of the Philippine Councilors League (PCL) for CY 2025-2027, on September 17 to 19, 2025 at Grand Regal Hotel, Davao City was deemed noted and filed.

Committee Report No. 023 from the Committee on Laws, Rules and Policy Formulation, for Referral No. 15cc-0040 was recalendared to the next session.

The following Draft Ordinances calendared under Business of the Day (Matters for Second Reading) were recalendared to the next session, viz:

Draft Ordinance No. 016, sponsored by the Committee on Laws, Rules & Policy Formulation, entitled: “An Ordinance Promulgating the Internal Rules of Procedure of the 15th City Council was recalendared to the next session.

Draft Ordinance No. 009, authored by Honorable Ann Marjorie N. Revelo, entitled: “An Ordinance Localizing The Safe Spaces Act Within The City Of Pagadian, Appropriating Funds Therefore And Providing Penalties For Violation Thereof” was recalendared to the next session.

The following Committee Reports calendared under Other Matters were recalendared to the next session, viz:

Committee Report No. 024, from the Committee on Police, Fire and Public Safety, Committee on Commerce, Trade & Industry & Economic Enterprise & Cooperatives, Committee on Women and Family Welfare and Committee on Barangay Affairs, for Committee Referral No. 15cc-0022.

Endorsed letter from Mr. Faisal G. Pua, a resident of Barangay Santiago, this City, requesting for a Sangguniang Panlungsod intervention relative to their lot allocation in the resettlement area in Barangay Bulatoc.

Endorsed letter/reply from Barangay Captain Shermar Tampus, of Barangay Tiguma, as regards SP Resolution No. 2025-0058, entitled: “A resolution advising the Barangay Government of Tiguma, through Punong Barangay Shermar Tampus, to comply with the first notice issued by the District Engineer, Zamboanga del Sur 1st District Engineering Office, for the immediate removal of structure along the road right-of-way of the airport road, situated at Barangay Tiguma, this City.

Thereafter, the Chair, aware that it could not transact any other business, then declared the session adjourned on motion of Honorable Bienvenido C. Culve, following the closing prayer led by Honorable Ann Marjorie N. Revelo.
