Joint Committee Report No. 055, from the Committee on Barangay Affairs; Committee on Good Government, Ethics & Civil Service; and Committee on Finance & Appropriations, as reported by Honorable Joan Szanne S. Pulmones, for Referral No. 15cc-0009, Draft Ordinance No. 007, authored by Honorable Ann Marjorie N. Revelo, entitled: “An Ordinance Granting Incentives To The Seal Of Good Local Governance For Barangays (SGLGB) Passers In Pagadian City, And Appropriating Funds Thereof” was laid on the table for further discussion.

During the report, Honorable Pulmones revealed that the concerned Committee inadvertently and unintentionally overlooked to appropriately review the same within the 30-day prescribed period required by the Local Government Code, otherwise the said Barangay Ordinance No. 11 is deemed approved by operation of law. Based on the foregoing facts and considering that the Sangguniang Panlungsod–in its capacity as reviewing body–no longer has authority to do otherwise, the body, in support of the Committee’s recommendation, deemed noted and filed the same.

Corollary to the above-mentioned action, the body, upon motion of Honorable Pulmones and duly seconded, passed Resolution No. 2025-0154, informing the Sangguniang Barangay of Ditoray that its Barangay Ordinance No. 11 is deemed approved by operation of law, with a further advice to seriously consider the findings, recommendations and suggestion of the Committee on Barangay Affairs as enunciated in its Committee Report No. 056.

Along with this, the body, based on the recommendation of the Committee, passed Resolution No. 2025-0155, informing the Barangay Government of Ditoray that their Barangay Ordinance No. 12 is deemed approved by operation of law, with a further advice to consider the findings, recommendations and suggestion of the Committee on Barangay Affairs as enunciated in its Committee Report No. 057.

With the findings of the concerned Committees that Mr. and Mrs. Pua had already spent a sizable amount for clearing of the relocation lot in Barangay Bulatok but concerns were raised regarding their eligibility under the Urban Development and Housing Act for the reason that they are residing on a titled property in Barangay San Pedro, the body resolved to forward the foregoing letter-request to the Honorable City Mayor through the Urban-Rural Poor Affairs Office (URPAO) for proper review. Along with this action, a copy is to be furnished the Office of the City Administrator.

Co, entitled: “An ordinance creating the City Disaster Risk Reduction and Management Office of the City of Pagadian, adopting its organizational structure with corresponding positions and staffing pattern and providing the necessary funds therefor and for other purposes,” the body, in support of the recommendation of the Committee, resolved to calendar Draft Ordinance No. 020 for Second Reading in the next session.

A roll call was made at the direction of the Chair and only four (4) Council Members were noted present, namely: Honorable Vice Mayor Monique Shaira Y. To, Honorable Roger L. Acedillo, Honorable Bienvenido C. Culve, and Honorable Ronald Christopher Glenn L. Ariosa. As this number was insufficient to constitute a quorum, a recess was declared.
The session resumed at 9:47 a.m., and another roll call was conducted, quorum was then declared with the attendance of nine (9) Council Members adding Honorable Patrisha Kaye N. Asugas, Honorable Maphilindo Q. Obaob, Honorable Ariel J. Lim, Jr., Honorable Joan Szanne S. Pulmones, and Honorable Marylynn U. Tan.
Sometime later on during the course of the proceeding, the presence of Honorable Lance Samuel F. Co was recorded as acknowledged by the Chair. The body also noted that Honorable Jackielyn Krystyl C. Bana was on Official Business while Honorable Ma. Alicia Elena V. Ariosa and Honorable Ann Marjorie N. Revelo, were on leave.
