During the discussion, Honorable Lim, Jr. presented his concerns on the matter particularly the guidelines on the number and selection process of applicant–stall lessees’ as he relayed complaints during the previous years where an applicant had been replaced by a new applicant; and the rental rate considering that there were reports that the stalls were being sub-leased for a higher rate. Also, he inquired the matter relative to the approved traffic flow plan considering that there is now a Robinson Mall which will contribute to the traffic congestion. In response thereto, the author, Honorable Co, manifested that there are at least 60 food stalls available in the food street and only applicants with legitimate food establishments are being considered taking into account their previous operation. Honorable Co likewise contended that sub-leasing is strictly prohibited and the standard rental rate is P15,000.00 for the whole duration of the festivities. As regards to the traffic flow, he stressed that currently the eastern side of the F.S. Pajares Avenue is a two-way traffic, however, there will be an adjustment in the traffic flow as soon as it will be found necessary. Accordingly, Honorable Co assured the body that the manifestation of Honorable Lim, Jr is well taken and seriously considered particularly the inclusion of the Business Permit and Licensing Office (BPLO) and the City Health Office in the selection committee. Furthermore, Honorable Co, in his capacity as the Chairperson of the Paskuhan Committee 2025, informed the body that concerns on sanitation and cleanliness, given that the activity is dealing with food, is seriously taken into consideration, as he further contended that the staff/servers of the awarded stall applicants will undergo a seminar/briefing on sanitation and proper handling of food to prevent incidence of food poisoning.

Honorable Revelo, on the other hand, sought clarification whether the sidewalk along the Robinsons Mall will be used for display of goods and merchandise such as toys which, accordingly, will pose traffic hazard in the area, to which Honorable Co categorically replied that there is no plan to use the area for display of goods. Honorable Co, in response to the queries posed by Honorable Culve, contended that the food street will open from 3:00 P.M. to 12 midnight, and no person from the awarded stalls-owners shall be allowed to stay after operating hours as the area will be closed off to everyone except the security personnel who will be roaming around. Also, he averred that each stall is required to put up signages of the establishment’s name and provide fire extinguishers.
