Upon resumption at 11:03 a.m., the proposal made by the Honorable Floor Leader to incorporate in the General Provision, as an amendment thereto, the creation of additional Co-Terminus Positions of one (1) Senior Administrative Assistant III (Private Secretary II), Salary Grade 15, in Office of the City Vice Mayor and Twelve (12) Security Agent II, Salary Grade 10, for each of the Sangguniang Panlungsod Member, was carried by the body.

Further into the discussion, Honorable Obaob raised his concern to OIC-City Engineer, Engr. Gloria Samson, pertaining to the submitted comprehensive drainage plan where he contended that the areas of Barangays Sta. Lucia, Balangasan and Dumagoc were considered as the most prone or vulnerable to flooding. He then inquired which areas will be prioritized under the Calendar Year 2026 Annual Budget of the City Government noting that the plan has been divided into four (4) quadrants. At this point, the rules were then suspended to allow Engr. Gloria Samson to ventilate on the issue. Accordingly, she explained that a major portion of the appropriation is allocated for the Sta. Lucia drainage project. She added that for the Jamisola and Manaya Street areas, the plan includes the construction of new drainage outlets, excavating and unclogging drainage canals, and dredging the Gatas River from Manaya Street through Zulueta Street down to the shoreline, as several sections have been compromised due to accumulated waste.

Regarding the query of Honorable Ariel J. Lim Jr. on why the City Pharmacy frequently runs out of medicines and what strategies can be implemented to prevent such shortages, Dr. Debbylene Tan Ildefonso explained that stockouts occur when deliveries for previously issued Purchase Requests are still pending, despite her earlier preparations. As for the delays, Honorable Bana suggested that the City Health Office and the City Pharmacy should coordinate with each other on what medicines are usually needed so they can come up with the bulk amount. On the issue of procurement which is not within the responsibility of the City Health Officer, the City General Services Officer, Ms. Jenny Rose Z. Egama, stressed that there has been no delay on their end although sometimes the deliveries come in batches and not in bulk. She further explained that per quarter it takes 2-4 months for the supplier to make deliveries but under the new government procurement law they can now do away with public bidding and instead make direct acquisition.

Co, for his part, interjected that the city is hesitant to buy medicines in bulk for the reason that at present storage space is limited, buying in bulk increases the risks of spoilage, rat attacks, and expiration. Added to this, he explained that the length of time for buying in bulk or not is the same as he assured that additional storage space will be provided in the future. At this instance, Honorable Lim expressed his observation that since the city maintains patient records, this database should be utilized to determine the types and quantities of medicines to be procured, emphasizing that this concern should be addressed by the executive department, with the legislative body ready to extend support.

On the other hand, Honorable Obaob expressed elation on the inclusion of the public cemetery and the construction of alternate road from Purok Subida, Barangay Dao going through the upper portion of Barangay Banale downward to help ease traffic congestion which he hopes will be prioritized for implementation in the 1st quarter of 2026.

Samson, in response to the query of Honorable Culve on the status of the resolution passed by the council for the fabrication and putting up of signs for street names, traffic signages, and directional signages, disclosed that the fabrication of street signs had already undergone bidding, while the rest have been included in the 2026 Annual Budget. She also explained that the signages will be installed in the areas that already have drainage systems. Further into the discussion, Engr. Samson, in relation to the query of Honorable Revelo as regards the city’s biggest project, through power point presented the plans for the new city hall building with a total cost of P500-Million but currently has an initial budget of P10-milion only. Thereafter, Honorable Revelo expressed hopes that the project will not have to go through several phases which might result in the building reaching a state of dilapidation before it is completed while Honorable Co shared that efforts will be made so that the relocation/resettlement of the offices of the Justice Hall, Post Office, and PENRO will not disrupt the operations and services of the clientele.

At this time, Honorable Lim expressed concern over the lack of specialized medical personnel needed to operate the equipment effectively specifically radiologists, ultra sonographers, nephrologists or internal medicine specialists for dialysis, as well as 22 nurses and midwives to complement the 22 barangays who have no available or assigned nurse/midwife.
