At this point, PLTCOL Jerwin SD. Cagurin, following the suspension of the rules, was then recognized who expressed his gratitude to the City Council for inviting him once again. Accordingly, he presented his report through a prepared PowerPoint presentation on the city’s current peace and order situation, noting that the city remains generally peaceful. He also provided comparative crime statistics from October to December of CY 2025 (last quarter) and January to March of CY 2026 (first quarter), indicating a minimal crime rate, particularly in relation to accidents. He further emphasized that their focus is on eight (8) specific crimes, namely: murder, homicide, physical injury, rape, robbery, theft, motorcycle carnapping, and vehicle carnapping. Along with his report, he informed the body that the recent incident that occurred on April 28, 2026, in which the Highway Patrol Group (HPG) intercepted an alleged ₱70-million worth of illegal drugs inside an abandoned “bao-bao” vehicle at the checkpoint in Barangay Buenavista is not yet included in the foregoing report. Moreover, he reported that at least 17 barangays are not yet declared drug-free barangay in the city, as he explained, in response to the query of Honorable Lim, Jr. on the factors/circumstances behind the non-declaration, that some of the listed barangays lack the necessary documentary requirements while some do not have drug test reports.

First considered was Committee Report No. 151 from the Committee on Police, Fire, Public Safety and Illegal Drug Prevention, as reported by Honorable Obaob, for Referral No. 15cc-0275. The body, based on the information that during the committee meeting held for the purpose, the concerned Committee had introduced some amendment thereto and, on seconded motion of Honorable Obaob, resolved to approve Draft Ordinance No. 038, entitled: “An Ordinance Providing for an Amendment by Addition in the Title of City Ordinance No. 2018-416 as well as Redefining Item (l) of Section 3 and Deletion of Sub-Paragraph (b) of Section 7 thereof,” on Second Reading and for its consideration on Third Reading,” through Resolution No. 2026-0347.
