Initially, he categorically stated that the LTO personnel, by virtue of the provisions under R.A. No. 4136, Article IV of the Land Transportation and Traffic Code, is authorized to conduct inspections on highways including all public roads/streets anytime and anywhere. On the matter pertaining to the public clamor regarding the recent incident of heavy traffic congestion which was caused by the operation of the newly installed Barangay Tiguma traffic light and aggravated by the opening of the new site of the Western Mindanao State University–Pagadian City Campus, he made on record that the LTO had already suspended and discontinued the conduct of random inspection during peak hours from 6:00–8:00 A.M. as well as from 8:00–9:00 A.M. during Mondays, Wednesdays, and Fridays. He also emphasized that their office is conducting special operations in collaboration with the PNP and the Highway Patrol Group.

Furthermore, the LTO District Chief expressed openness to executing a Memorandum of Agreement with the City Government, as he also committed to conducting joint operations with city enforcers, emphasizing that LTO’s mandate is road safety and discipline, not merely revenue collection. In response to the query of Honorable Bana, the deputized traffic enforcer does not become LTO personnel but are bound to implement road traffic rules and regulations, such that they have now the legal authority to approach those parked vehicles away from the checkpoints and apprehend violators once an inspection is made. He also stressed out that traffic issues are a nationwide concern caused by undisciplined motorists and irresponsible vehicle dealers. On the suggestion to use on-line platforms or social media which is considered a powerful tool to disseminate information, Mr. Macabangkit, however, lamented the sad reality that the web page of their office has, most often than not, gotten no views when they post new information/advisories but for those perceived by the public as mistake these become viral. Furthermore, he informed the body that there will be no wearing of masks by their personnel during the conduct of operation, while on the issue of holding operation within the vicinity of the Pagadian City Airport, he explained that their presence at the area was requested by the management regarding the overcharging of fares and he also reiterated their mandate that they are allowed to conduct operation in all public roads and streets.

Honorable Ronald Christopher Glenn L. Ariosa, for his part, brought to the attention of the LTO–District Officer the practice of some motorists in violating the traffic light where some are having fun of beating the red light which, if left unattended, may cause accident, to which Mr. Macabangkit sought for the submission of the CCTV capture of these incidents to their office so that each will be recorded in their database where such violation can be used during the renewal motor vehicle registration.

At this point, Honorable Lim, upon recognition, sought clarifications on the following issues, such as: The use of auxiliary lights being installed in motor vehicles, to which Mr. Macabangkit replied that auxiliary lights are not prohibited per se as long as it follows the guidelines specified under the LTO Memorandum Circular; On the matter concerning the after-market or muffler replacement for motor cycles, he contended that their office will require that the motorcycle shall undergo and pass the emission testing for noise and air pollution; On whether elected officials are allowed to be deputized by the LTO, he stated that it is possible for such elected officials to be deputized provided that it is part of his/her mandate to implement road and traffic rules and regulations; On the issue whether deputized personnel are authorized to conduct hot pursuit or road chase of any person violating the road and traffic rules and regulations, he replied that only those law enforcement personnel who are, at the same time, deputized by the LTO are allowed to perform hot pursuit or road chase against any person who is committing or has reasonable belief that the person to be pursued has committed a crime; and finally, on whether a mission order is required before LTO may conduct checkpoint operations, he answered in the negative as LTO is authorized to conduct checkpoints for inspection of motor vehicles in any public roads/streets and at any time of the day.
