Honorable Revelo shared information that the total traffic-related collections from 2018 to 2024 had reached a total of P12,866,637.60 and various concerns were raised during the committee meeting regarding the legality of the said provision since Section 305 of RA 7169 mandates that all monies collected by the local government shall accrue to the General Fund and shall be disbursed only pursuant to lawful appropriation. The possibility of exposure to audit observations and risk of abuse or corruption arising from incentive-based enforcement was likewise discussed. She also informed the body that the foregoing ordinance provides for the creation of the Roads and Traffic Management Office (RTMO) as a department but yet remains to be implemented considering that currently the traffic enforcement unit is still under the Office of the City Mayor which raised concerns over the implementation of fiscal provisions including the said scheme in the absence of a fully established department. Based on the above-mentioned information, the concerned Joint Committee proposed to repeal the provision under City Ordinance No. 2018-400 which authorizes the distribution of percentage shares of traffic collections of apprehending officers.

Resolution adopted
Initially, Honorable Revelo presented the findings of the concerned Committees that the current P50.00 parking fee is based on CAAP Memorandum Circular No. 019-2025 which sets the revised schedule of airport and concession fees nationwide. Accordingly, due to the CAAP ingenuity and to avoid wastage, the management, after getting the permission from the BIR, used the old tickets where they will just stamp the new rate of parking fee. She further clarified that the payment is for parking and not as entrance fee and that a 15–minute grace period for free parking is given to all motorists for drop-off and pick-up of passengers. Along with this matter, there was a suggestion to use a digital time stamping for parking ticket purposely to improve accuracy, minimize human error, and ensure proper monitoring of compliance of the grace period. Considering the need to adequately inform the public on the prevailing P50.00 airport parking fee, the body, based on the recommendation of the concerned Committees, approved the passage of Resolution No. 2026-0260, urging the management of the Pagadian City Airport to adopt appropriate measures to ensure consistent implementation of CAAP–mandated airport parking fees, including the improvement, public awareness, and digitalization of ticket issuance and monitoring systems, to promote accuracy, accountability and public convenience.
