Along with the foregoing action, the Secretary to the Sangguniang Panlungsod was directed to furnish a copy of the same to the City Local Government Operations Officer–DILG, for information and appropriate consideration. Corollary to this action, the body, finding the need to inform the Office of the Ombudsman on the action taken by the Sangguniang Panlungsod and, on motion of the Honorable Floor Leader and duly seconded, resolved to pass Resolution No. 2026-0220, informing the Office of the Ombudsman – Area Office for Mindanao, through the Deputy Ombudsman for Mindanao, that the of the endorsed letter–complaint from the Barangay Officials of Sto. Niño against Barangay Kagawad Arnel L. Cruz, also of Barangay Sto. Niño, this City, is now under consideration by the Committee on Good Government, Ethics & Civil Service of this Sangguniang Panlungsod (15th City Council).

Following the background information provided by Honorable Culve on the foregoing issue, the rules were then suspended to allow Ms. Aileen S. Sarcina, Acting City Treasurer, to ventilate on the matter. Accordingly, she presented the total collection for each year from 2018 to 2014, as she further intimated that their office’ tasks as the collecting office of the City Government includes the collection of traffic fines as indicated in the citation tickets where they are required to prepare a monthly report and submit the same together with the Official Receipts and Citation Tickets to the Commission on Audit (COA). Further into her discussion, she contended, with regard to the implementation of Section 216 of Ordinance 2018-400, that their office came to know of this provision only upon the inquiry of the Sanggunian last December 2025. As far as she knows, there was no implementation of the said Collection-Sharing Scheme in the past and she only continued all the mandates and tasks of the office as left by the previous City Treasurer. She also averred that there was no precedence in the office that the scheme was ever implemented as she would have also continued the implementation and made the payment. Furthermore, she stressed that considering the monthly routinary task of the office of collecting and submitting to the Commission on Audit the citation tickets and Official Receipts for the traffic violations, the office is left with no copy of these documents from 2018 onwards and retrieving the documents in order to identify the apportionment would be tedious, if not impossible, as the triplicate copies of the citation tickets is now almost unreadable.

At this juncture, the rules were then suspended to allow Honorable Maphilindo Q. Obaob to present his concern under Unscheduled Matters. Upon recognition, Honorable Obaob presented his concern pertaining to the issues surrounding the joint venture entered into by the Pagadian City Water District (PCWD) and the PAMANA, as he provided information relative to the scheduled conduct of the 2nd Performance Evaluation of PAMANA Water Corporation last December 16, 2025. In line thereto, he expressed the need for the city’s water concessionaire to provide and/or furnish the Sangguniang Panlungsod with a copy of the report on the 2nd Performance Evaluation to keep the body abreast of the performance of the PAMANA whether it conforms with the provisions stipulated under the Joint Venture Agreement.
