At this point, the body unanimously approved the consideration of Committee Report No. 050 from the Committee on Police, Fire and Public Safety as reported by Honorable Obaob for Referral No. 15cc-0101. Based on the recommendations of the Committee, and following a short deliberation, the body resolved to approve Resolution No. 2025-0144, authorizing the Honorable City Mayor to grant monetary reward/award to the officers and men of the Pagadian City Police Station in the total amount of One Hundred Thousand (P100,000.00) Pesos––P50,000.00 for each and every meritorious and successful accomplishment against carnapping incidents in the City of Pagadian.

First considered was Draft Ordinance No. 009, authored by Honorable Ann Marjorie N. Revelo, entitled “An Ordinance Localizing the Safe Spaces Act Within the City of Pagadian, Appropriating Funds Therefore, and Providing Penalties for Violations Thereof.” During the period of discussion, Honorable Obaob, speaking on behalf of the author who was then out of station, intimated that the concerned Committees on Human Rights & Urban/Rural Community; on Police Fire and Public Safety; on Education, Science & Technology & Accreditation of NGOs and POs and on Women and Family Welfare had jointly conducted the requisite public hearing. He stressed that the proceedings were duly convened with the participation of key stakeholders, thereby satisfying the procedural requirements attendance to the consideration of the measure. Thereafter, his formal motion led to the passage of Resolution No. 2025-0145, approving on Second Reading Draft Ordinance No. 009, entitled: “An Ordinance Localizing the Safe Spaces Act Within the City of Pagadian, Appropriating Funds Therefore and Providing Penalties for Violation Thereof,” and for Its consideration on Third Reading.

A recess was then declared by the Chair. Upon resumption, the motion of Honorable Obaob and, duly seconded, led to the passage of Resolution No. 2025-0146, approving Draft Ordinance No. 009 on Third and Final Reading and ordaining the same as City Ordinance No. 2025-615.

As for Draft Ordinance No. 011, authored by Honorable Maphilindo Q. Obaob, entitled: “An Ordinance Mandating The Immediate Removal Of Excavated Materials, Waste And Excess Materials In Connection With Construction Activities Along Public Roads, Requiring The Installation Of Project Information Billboards For Government-Implemented Infrastructure Projects, And Imposing Administrative Sanction For Violations Thereof,” the body, at the instance of Honorable Acedillo and duly seconded, approved the same through the passage of Resolution No. 2025-0147.

Prior to its approval on Second Reading and during the period of deliberation, the body noted the manifestation made by the author, Honorable Obaob, that no public hearing had been conducted in connection therewith, as he argued that the proposed sanction pertains solely to an administrative penalty and does not impose any monetary fine, hence his position that the absence of a public hearing does not bar the measure’s further consideration. Furthermore, he conveyed his dismay over the continued neglect of the City Engineer relative to the previous request of the Sangguniang Panlungsod for submission of the complete list of contractors for the purpose of scheduling and conducting a public hearing by the committee concern.

Thereafter, upon resumption, the motion of Honorable Acedillo and, duly seconded, was supported by the body facilitating the adoption of Resolution No. 20205-0148, approving Draft Ordinance No. 011 on Third and Final Reading and ordaining the same as City Ordinance No. 2025-616.

Honorable Culve presented his concern relative to Referral No. 15cc-0062 pertaining to Resolution No. 3011-2025 from the Sangguniang Panlalawigan of Zamboanga del Sur, entitled: “A resolution enjoining all local government units in the Province of Zamboanga del Sur, especially the municipalities of Ramon Magsaysay, Labangan, Josefina, Dumalinao, and Tigbao, to enact an ordinance mandating the establishment of control points at least 100 meters before any critical descent segment along national highways within their respective territorial jurisdictions which was previously referred to the Committee on Public Utilities, Transportation, Communications, and Franchising. Accordingly, argued that the subject matter requires the enactment of a corresponding ordinance such that the matter should be referred instead to the Committee on Laws, Rules and Policy Formulation.

Upon resumption, the body, at the instance of the Honorable Floor Leader, resolved to retrieve the matter from the Committee on Public Utilities, Transportation, Communications, and Franchising and instead be referred to the Committee on Police, Fire and Public Safety.

Honorable Lance Samuel F. Co, this time, presented the endorsed request of the Honorable City Mayor for an authority to enter into a Memorandum of Agreement with Cure Philippines, incorporated thru its Tebow CURE Children’s Hospital to provide free elective surgeries for children 18 years old and below in partnership with LGU-Pagadian.

During the deliberation, Honorable Lim, Jr. inquired, considering that the initiative involves corrective surgeries for conditions such as cleft lip or palate, club foot, hernia, and other congenital birth defects, about the selection process, the duration of the program, and whether the LGU would provide a counterpart, which prompted the Chair to declare a recess.

Upon resumption, Honorable Co clarified that as the hospital is located in Davao City, the LGU’s obligation would be limited to providing transportation for the patients, while CURE Philippines would shoulder the board and lodging expenses. He further informed the body that the MOA would be effective for three (3) years and renewable thereafter. As there were no further questions, the motion of the Honorable Co, as duly seconded, was supported through the passage of Resolution No. 2025-0151, authorizing the Honorable City Mayor to enter, for and in behalf of the City Government of Pagadian, into a Memorandum Of Agreement (MOA) with the CURE Philippines, Incorporated through Tebow Cure Children’s Hospital, for the provision of elective surgeries and related medical services to children aged eighteen (18) years old and below with congenital anomalies.

First considered was Joint Committee Report No. 052, from the Committee on Health and Social Services and Committee on Laws, Rules and Policy Formulation, as presented by Honorable Ariel J. Lim, Jr., for Referral No. 15cc-0114. Thereafter, the recommendation of the Committee was supported by the body through the passage of Resolution No. 2025-0152, authorizing the Honorable City Mayor to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Department of Social Welfare and Development (DSWD)–Regional Office IX, for the implementation of the Counselling Services for Rehabilitation of Perpetrators of Domestic Violence (CSRDPV) Program.

Committee Report No. 053, from the Committee on Health and Social Services, was presented by Honorable Lim, Jr., for Referral No. 15cc-0052 relative to the endorsed request of the City Social Welfare and Development Office for the amendment of SP Resolution No. 2025-1016 in accordance with the title prescribed by the National Authority for Child Care (NACC) rather than amend the previous resolution. Following a brief discussion, the recommendation of the Committee was supported by the body through the passage of Resolution No. 2025-0153, authorizing Honorable City Mayor Samuel S. Co to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement (MOA) with the National Authority for Child Care (NACC), represented by its Executive Director Janella Marie V. Ejercito, for the adoption of the Philippine Adoption and Foster Care Program (PAFCP) in promoting and protecting the rights of children who are in need of special protection.
