Initially, Honorable Obaob expressed dismay over the poor water supply distribution now being experienced by the residents of Barangay Balangasan, after the PAMANA Company took over the management and operation of the water distribution in the city. Accordingly, he provided vital information from a reliable source that the current poor state of water supply in their area was due to the incompatible replacement of a smaller unit on the damaged pumping equipment. He also lamented the delayed action of the PAMANA Company on complaints from the member-consumer as, accordingly, the complaints will be needing action from the PAMANA’s Central Office unlike the time of the PCWD where the General Manager is readily available to act on such complaints.

With the presence of only six (6) Council Members during the roll call conducted by the Secretary to the Sangguniang Panlungsod, namely: Honorable Vice Mayor Monique Shaira Y. To, Honorable Roger L. Acedillo, Honorable Jackielyn Krystyl C. Bana, Honorable Maphilindo Q. Obaob, Honorable Bienvenido C. Culve, and Honorable Ronald Christopher Glenn L.
