Following a recess and, upon resumption, the rules were then suspended to allow the invited personalities to ventilate with the body. Upon recognition, the City Budget Officer, Ms. Rosa Leah S. Arao-arao, presented the certification on the availability of funds as certified by the Local Finance Committee including the certification of the different department heads on the number and position of their respective employees as requested by the Council Members during the previous session. As regards the employees through job order, she explained that although the Memorandum of Employment it was specified as job order however it was verified that their employment status are actually casual employees of the LGU who are also entitled for the Service Recognition Incentives (SRI).

In response to the queries of Honorable Lim, Jr., Ms. Arao-Arao stipulated the list of sources of savings from the different departments of the city out of the personal services as certified available by the Local Finance Committee, and that the estimated total amount for the grant of SRI is at P15,000.00 for each employee is considered a safe amount since there is yet no closing of books for Calendar Year 2025. Furthermore, Atty. Georgina Ariosa-Lopez, City Legal Officer, clarified that giving a uniform amount of P15,000.00 was based on what is available as savings, and that the Productivity Enhancement Incentive (PEI) is already being processed as it is from a different source which is the Annual Budget, which explanation was concurred by Honorable Lim, Jr.
