After a brief deliberations, the body, in view of the above-mentioned findings and considering that the source of budget can still be utilized for Calendar Year 2026, deemed it most prudent to conduct further review and study on the matter, thus remanding the endorsed Supplemental Annual Investment Program (SAIP) No. 2, for Calendar Year 2025, in the amount of P171,236,500.00 as adopted by the City Development Council through its Resolution No. 5, series of 2025; and Supplemental Budget No. 2 in the amount of P171,236, to the Honorable City Mayor without prejudice to the resubmission of the same is appropriate and in order. At this point, the Honorable Floor Leader, in order to provide reasonable time to the Local Finance Committee to meet and make a re-computation just to make sure there are no violations on the guidelines, proposed to schedule a special session on December 22, 2025 at 1:00 in the afternoon for the specific purpose with a further direction to the Local Finance Committee to provide the list of employees per office/department as certified by the concerned Department Heads and the total number of employees for the entire Local Government Unit to serve as cross references, which direction was deemed noted by the members of the Local Finance Committee. On the other hand, Honorable Lim, Jr., for his part, proposed to possibly increase the SRI to P20,000.00 but in accordance to the availability of funds.
