At this point, the body approved the consideration of unscheduled Joint Committee Report No. 177 from the Committee on Laws, Rules & Policy Formulation and Committee on Finance & Appropriations, as reported by Honorable Bana, for Referral No. 15cc-0240, pertaining to the endorsed request of the Honorable City Mayor for an authority to open a Trust Fund Account under the name of the City Government of Pagadian at either Land Bank of the Philippines (LBP) or Development Bank of the Philippines (DBP), for the purpose of depositing grants, donations and financial assistance received from various government and non-government sources. Following the favorable recommendation of the concerned Committees, the body adopted Resolution No. 2026-0397, authorizing Honorable City Mayor Samuel S. Co and the City Treasurer to open, establish and maintain, for the City Government of Pagadian, a trust fund account with any government bank for use solely to deposit/download grants, donations and financial assistance from various government and non-government sources.

Co presented the 2nd endorsement of the draft Deed of Donation to be executed by the City Government of Pagadian in favor of the Government Service Insurance System (GSIS) for the donation of a City Government-owned parcel of land known as Lot 1, Block 16-A of the PRC-MCO Subdivision Plan with an area of 3,056.67 square meters at the PCARGC, Barangay Balintawak, this city, with a request of the Honorable City Mayor for authority to sign the same.

With the presence of GSIS Branch Manager Leoncito S. Manuel in the plenary, the body, upon motion of Honorable Co, suspended the rules to allow the visitor to shed light on the matter. Upon recognition, Mr. Manuel extended his felicitation as he expressed gratitude to the body for the privilege and opportunity to be extended to their office to join the rest of the regional offices through the proposed lot donation where they can established their permanent office thereat considering that GSIS–Pagadian Branch has been serving Pagadian City and Provinces of Zamboanga del Sur and Zamboanga Sibugay for the 25 years now.

Aquino Regional Center in Barangay Balintawak, this City, for use as site of its permanent office building.

Urgent concern presented by Honorable Culve pertaining to the series of unscheduled power interruption/brownout being experienced in the City of Pagadian and the Province of Zamboanga del Sur brownouts experienced in the City of Pagadian and the Province of Zamboanga del Sur, and his proposal to invite the General Manager of ZAMSURECO I or his duly authorized representative to shed light on the current public issue was supported by the body through the passage of Resolution No. 2026-0402, inviting the General Manager of ZAMSURECO–I to attend the 40th Regular Session of the Sangguniang Panlungsod on 24 June 2026, at 9:00 o’clock in the morning at the SP Session Hall, 4th floor, C3 building, Santiago District, this city, purposely to shed light, in aid of legislation, on the matters relating to the series of unscheduled power interruption/brownout being experienced in the City of Pagadian and the province of Zamboanga del Sur.
