Upon resumption at 10:38 a.m., and after a lengthy discussion, it was revealed that there is still a need to polish the draft ordinance based on the manifestations, suggestions and amendments introduced by the individual SP Members, as well as the need for the conduct of a public hearing considering that the said ordinance carries a penalty, such that the body resolved to jointly refer Draft Ordinance No. 039 to the Committee on Laws, Rules and Policy Formulation, Committee on Barangay Affairs and the Committee on Police, Fire, Public Safety, and Illegal Drug Prevention.
