Next presented was the Notice of Hearing from the National Telecommunications Commission, Department of Information & Communication Technology, on May 11, 2026 at 11:00 o’clock in the morning via zoom, relative to NTC Case No. 2026-009, the Application of Intercontinental Broadcasting Corporation (IBC), for the issuance of a Certificate of Public Convenience (CPC) to install, operate and maintain a 10,000 watts ERP DTV Station in Pagadian City. Thereafter, the matter was simply noted and filed with the directive to the Secretary to the Sanggunian to provide a copy to the Chairperson of the Committee on Public Utilities and Communication/Information Technology.

Likewise, the Notice of Hearing from the National Telecommunications Commission, Department of Information & Communication Technology, on May 18, 2026 at 10:00 o’clock in the morning via zoom, relative to NTC Case No. 2026-010, the Application of Intercontinental Broadcasting Corporation (IBC), for the issuance of a Certificate of Public Convenience (CPC) to install, operate and maintain a 10,000 watts AM Station in Pagadian City was noted and filed. Along with the action, a copy of the notice of hearing will be provided to all SP Members and the Chairman of the Committee on Public Utilities and Communication/Information Technology is directed to attend the scheduled hearing for information and future reference.

Prior to the foregoing action, Honorable Obaob raised a query during the period of discussion regarding the council’s participation in the said Notice of Hearing. Thereafter, the Secretary to the Sanggunian was instructed to read the content of the letter.

In response, Honorable Bana provided clarification on the matter raised by Honorable Obaob, explaining that the Council is just a consultative body and any involvement as a party would only happen in the presence of an opposing party and involved concerns in the local territory in which the broadcasting company will be operating, which would need consultation within the exercise of legislative powers. In addition, Honorable Culve shared his concern to the body that there had been a similar application involving a broadcasting company, however, they were unable to conduct a committee meeting due to the lack of contact numbers and address indicated.

Attendance and quorum, as recorded

A roll call was made at the direction of the Chair and only five (5) Council Members were noted present, namely: Honorable Vice Mayor Monique Shaira Y. To, Honorable Roger L. Acedillo, Honorable Jackielyn Krystyl C. Bana, Honorable Maphilindo Q. Obaob and Honorable Joan Szanne S. Pulmones. As this number was insufficient to constitute a quorum, a recess was declared.

The session resumed at 9:37 a.m., and after another roll call was conducted, quorum was then declared with the attendance of eight (8) Council Members with the inclusion of Honorable Ronald Christopher Glenn L. Ariosa, Honorable Bienvenido C. Culve, and Honorable Lance Samuel F. Co.

Sometime later on during the course of the proceeding, the presence of Honorable Patrisha Kaye N. Asugas, Honorable Ann Marjorie N. Revelo, and Honorable Ma. Alicia Elena V. Ariosa were recorded as acknowledged by the Chair. The body also took note that Honorable Ariel J. Lim, Jr. and Honorable Marylynn U. Tan were on leaves.
