Acedillo, for Referral No. 15cc-0248, on the concern presented by Honorable Ariel J. Lim, Jr. on the matter pertaining to the implementation of infrastructure projects funded by local sources which, accordingly, requires price reassessment particularly on the bills of materials to encourage private contractors to participate in the public bidding for any infrastructure projects of the City Government. Based on the recommendations of the Committee, the matter was laid on the table pending the submission of regular updates from the City Engineer’s Office regarding the prevailing construction material prices and the status of infrastructure project implementation.

First was the letter from the Branch Manager of the PAMANA Water Corporation on the subject: Request for Clarification on Issuance of Certificate of Posting, wherein the said certificate may not be issued by the body unless the conditions be complied with under Resolution No. 2026-0308 requesting the National Water Resources Board (NWRB) to favorably consider the use of a hybrid setup––simultaneous online adjudication and physical public participation––for the hearing of all applications for water permit filed by the PAMANA Water Corporation within the territorial jurisdiction of the City of Pagadian. In this connection, the PAMANA had requested for a written official statement from the body confirming that the said certificate cannot be released unless the aforementioned request is properly recognized and processed by NWRB.

Honorable Obaob, for his part, presented the need to introduce an amendment and/or revision on the provisions of City Ordinance No. 2018-416, entitled: “An Ordinance Requiring All Drivers and Riders/Passengers of Motorcycles to Wear the Duly Approved Protective Half-Face Helmet with Uncovered Face While Driving and Imposing Penalty for Violation Thereof.” Accordingly, he intimated that such proposal was concocted during the Peace and Order Council Meeting where it was unanimously agreed to allow the use only of half-face helmet within the city and that the helmet visor must be raised up to ensure the face is clearly visible.

On the concern presented by Honorable Obaob relative to the city’s current peace and order condition particularly the city’s crime index in relation to the ongoing oil/petroleum product crisis, and his proposal to invite the Chief of Police of the Pagadian City Police Station to give an update on the matter was support by the body through the passage of Resolution No. 2026-0344, inviting, in aid of legislation, the Chief of Police to attend the 34th Regular Session of the Sangguniang Panlungsod on March 29, 2026 at 9:00 o’clock in the morning at the SP Session Hall, 4th Floor, City Commercial Center, Barangay Santiago, this city, purposely to give an update on the city’s crime index with respect to the city’s current peace and order situation.
