Samson, who then presented her credentials and long work experience at the City Engineer’s Office for almost 35 years now. Along with her long work experiences, she provided information that on August 2019 she was appointed as Assistant City Engineer and was later designated as the Officer In-Charge–City Engineer last June 2025 in view of the retirement of then City Engineer Gerry D. Nebria. She also intimated that recently she turned 63 years old and will be serving the City Government for two (2) years more.

During the discussion, Honorable Obaob, upon recognition, informed the body that during his incumbency as the City Vice Mayor last July 2019, he was astonished to note that Engr. Samson, then the Asst. City Engineer, is the one being referred to and even attending meetings regarding infrastructure related problems of the city and not the City Engineer himself, such that the problem of excavated earth materials along the roadside could have been resolved even without adopting an enabling ordinance, if only the appointee had performed her job by removing the excavated materials. Also, he brought out the recurring problem of flooding along the low-lying areas as well as of the city and the lack of plan to address the issue pertaining to the Balangasan River and Gatas Creek.

Engr. Samson, in response to the query of Honorable Lim, Jr., replied that there is already available replacement for the position she will be vacating. On the matter pertaining to whether she has a management plan to fix the identified problems, she expressed apologies for the lapses which has caused inconvenience to the public as she intimated that they are trying very hard to address the foregoing problems. She also disclosed that the implementation of various projects is confronted with different problems such as the budgetary allocation for the SP Building as the work is progressive. Further into her manifestation, she stressed that the drainage in Barangay Sta. Lucia as well as the rehabilitation of rivers is already budgeted and is due for implementation. She then expressed her gratitude to Honorable Lim, Honorable Acedillo and Honorable Culve for the support and assistance with regard to the adjustment of the Association of Carriers and Equipment Lessors (ACEL) rates on the rental of equipment, labor, and fuel which has remained unchanged for the past six (6) years.

Honorable Culve, for his part, reminded the appointee relative to the request of the 15th City Council addressed to the Honorable City Mayor to direct the City Engineer’s Office for the installation of “No Parking” street signs and painting of pedestrian lanes to help direct motorists, minimize traffic congestion and prevent accidents, which reminder was duly noted by Engr. Samson who further explained that the implementation of the said project is awaiting the required bidding for the fabrication and installation of the same, aside from the fact that the installation cannot as yet be made due to the ongoing sidewalk excavations. While Honorable Acedillo, on the other hand, confirmed the accolade relayed by Honorable Obaob to his late father who, during his incumbency as the City Engineer of Pagadian City will go around the city during heavy downpour to inspect the drainage whether it overflows for repair thereafter, but he emphasized that the population of the city was then still small. Thereafter, Honorable Acedillo then extended congratulations to Engr. Samson, his former co-worker, as she deserves the promotion.

At this juncture, Honorable Lance Co expressed his strong conviction for the promotion of Engr. Gloria B. Samson, as he personally witnessed for the past several years, her dedication, influence, and good moral ascendancy within the CEO where she was never involved in issues of corruption and ghost projects. Accordingly, he intimated that all projects were implemented though there are delays which is due to restrictions on fiscal management, change of orders, unforeseen circumstances, and others, since projects, whether big or small, have to undergo the same paper works such as: bidding, inspection and implementation. He also averred that the City Engineer’s Office is not only responsible for the City Government’s projects but also those of the 54 barangays. Furthermore, he considers it the moral duty of the body, as members of the LGU, to help just like what he is doing in his personal capacity to go out of his way to address concerns of the constituents for a more harmonious and collective way to achieve great things for the city.

Co, was appointed as the City Administrator before taking on the present position of OIC of the CDRRMO.

Upon recognition, DTI Regional Director Marlon A. Alabata, shared that their main concern is on the basic commodities and they were able to come up with a list on the SRP until April 30, 2026 for the big establishments of grocery stores and hardware stores. In response to the queries posed by Honorable Revelo they had not included convenience and sari-sari stores as these are not covered within the bounds of the DTI law but they do accept complaints. As for the observation of Honorable Lim on their agency having no regulatory power and his query on how to raise public awareness, he responded that they only monitor prices, inquire, and will issue show cause order and thereafter impose corresponding penalties to violators. He also disclosed, upon inquiry, that they do have a social platform through Facebook page where they can post the suggested retail price (SRP) and other updates.

Ariosa on the method of monitoring the prices of hardware/stores considering that fuel prices fluctuate, Mr. Alabata responded that the DTI Secretary is in constant talks with the producers or distributors in the hope of getting prices back to normal, and they will issue orders or notices if the stores do not follow the SRP prices.

On the part of the City Agriculturist, Mr. Ramon M. Rodrigo, Jr. gave an update regarding the recent monitoring conducted by the Local Price Monitoring Council which showed that there were no violations so far, and the abundant fish supply had helped keep prices down. In view of the manifestation of Honorable Lim, Jr., Mr. Rodrigo presented the detailed report on the current price of livestock, poultry, fish, and rice in the local market in comparison with the suggested retail price provided by the Department of Agriculture. Being satisfied with the report, Honorable Revelo contended the need for the Local Price Monitoring Council to post the price list on the Asenso Pagadian FB page with a further request to provide the body with a copy of the same through the SP Secretary. Furthermore, Mr. Rodrigo reminded the individual Council Members, being members of the LPMC, to send their respective representatives during the conduct of the LPMC monitoring in the city. On the issue of regulating the price of livestock, he intimated that it is within the regulation of the City Veterinary Office while the NMIS is the sole controlling authority on meat inspection and hygiene. The City Administrator, Atty. Tan, on the other hand, disclosed that the National Food Authority (NFA) is currently selling rice at P20.00 per kilo to vulnerable sectors particularly the Senior Citizen, Persons with Disability, members of 4Ps, single parents, farmers, and the TODA.

At this juncture, Honorable Co informed the body relative to a recent incident involving a local distributor of Liquified Petroleum Gas (LPG) where, accordingly, there was a confiscation of an LPG tank due to a discrepancy of 200 grams but these supplies are coming from outside as the city does not have LPG refilling stations. He expressed bewilderment on the action of the personnel of the Department of Energy whose office is situated in Davao who, on that particular occasion, found time to physically inspect and confiscate defective/lacking petroleum products in the city but, in many instances, only appear via zoom during meetings of the Local Price Monitoring Council of Pagadian City. While Honorable Co does not condone violators, however, such a minimal mistake must not be exaggerated by embarrassing the said businessman.
