During the discussion, Honorable Lim, Jr., after noting that the matter was certified urgent by the Honorable City Mayor, sought clarification from the Secretary to the SP whether a Pro-Forma Memorandum of Agreement is attached to the request as well as the information which party is responsible for the drafting of the said MOA, to which the Secretary replied that indeed a Pro-Forma MOA is attached to the request while he cannot provide information as to which party had formulated the draft MOA. As regards the query of the Presiding Officer that a similar request had been previously considered and taken up by the body, the Secretary, while concurring with the information provided by the Presiding Officer, clarified that the previous MOA was intended for the Western Mindanao State University–Pagadian Campus which, per information, can no longer be implemented.

Culve, for Referral No. 15cc-0179 which pertained to Resolution No. 09, s. 2026 from the Barangay Council of Kawit, entitled: “A resolution earnestly requesting the Sangguniang Panlungsod of Pagadian City to support and approve the conversion of Kawit Elementary School into Kawit Integrated School, commencing with Grade 7 for School Year 2026-2027, and providing for subsequent secondary level expansion thereafter.”

This consideration was further supported by the recent conversion of ZSSAT into a Polytechnic State College and the overcrowding at San Pedro High School, which also affects graduating students from neighboring elementary schools.

Given the foregoing information, the recommendation of the Committee led to the adoption of Resolution No. 2026-0283, authorizing the Honorable City Mayor to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Department of Social Welfare and Development (DSWD–Regional Office 9, with reference to the implementation of DSWD’s 16th Cycle Supplementary Feeding Program in the City of Pagadian.

Committee Report No. 125 from the Committee on Health & Social Services, was likewise presented by Honorable Lim, Jr., for Referral No. 15cc-0184. Information revealed by the Committee that there was no amount indicated in the draft MOA, such that the amount in the previous MOA will serve as basis and any additional beneficiaries will be accommodated through a supplemental budget. Thereafter, the recommendation of the concerned Committee was adopted through the passage of Resolution No. 2026-0284, authorizing the Honorable City Mayor to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Department of Social Welfare and Development (DSWD)–Regional Office IX, for the implementation of the 2026 Social Pension Program for Indigent Senior Citizens (SPISC) of Pagadian City in the total amount of P82,776,000.00 covering 6,898 qualified beneficiaries.

At this juncture, Honorable Asugas, in her capacity as Chairperson of the SP Committee on Women and Family Welfare and Children’s Affairs, was recognized by the Chair, as she then presented her proposed Resolution pertaining to the Women’s Month Celebration. Following a short deliberation, the body, upon her formal motion and duly seconded, resolved to adopt Resolution No. 2026-0287, declaring the month of March 2026 as Women’s Month in the City of Pagadian and adopting the official 2026 National Women’s Month Theme: “We for Gender Equality and Inclusive Society” With The Sub-Theme: “Lead Like The Babaylans, Filipinas” as announced by the Philippine Commission on Women.
