With Honorable Lim, Jr. now taking over the Chair, Honorable Obaob raised his concern regarding Draft Ordinance No. 011 entitled “An Ordinance requiring the immediate removal of excavated materials in implementing projects along public roads, mandating the installation of projects billboards for government implementation projects, and providing penalties for violation thereof,” which was laid on the table for the purpose of conducting a public hearing.

Accordingly, Honorable Obaob informed the body that the public hearing cannot be pursued due to the failure of the City Engineer to furnish the Committee with the list of contractors having contracts with the City Government who shall be invited as resource persons during the public hearing, despite the passage of two resolutions requesting the said list. In view thereof, he then requested the Chairperson of the Committee on Infrastructure, Public Bidding & Community Development to report the referred Draft Ordinance No. 011 for consideration on Second Reading for the reason that there is no need for a public hearing since the draft ordinance does not contain any pecuniary penalties or imprisonment but rather only a warning for the 1st offense, issuance of stoppage for the 2nd offense, and blacklisting from participation in projects for the 3rd offense.

Acedillo, in his capacity as Chairman of the Committee on Infrastructure, Public Bidding & Community Development, yielded to the manifestation of Honorable Obaob, the Secretary to the Sangguniang Panlungsod was then directed to calendar Draft Ordinance No. 011 on Second Reading in the next regular session.
