He then emphasized, as a measure to correct the appalling condition, the need to construct or repair the drainage canal along P.L. Urro Street particularly the portion leading to the said area. Thereafter, he then suggested that the matter be considered by the Chairperson of the Committee on Infrastructure, Public Bidding and Community Development during Other Matters, which suggestion was noted by the body.

He also conveyed his frustration over an incident where a chairperson of a joint committee declined to affix her signature on the committee report for reason that she is absent during the said meeting and that other members had not yet signed the same. Observably, he contended that some members were not fulfilling their mandated responsibilities, as he then challenged those unwilling or unable to faithfully perform their mandated functions to tender their resignation from their committee assignments. Consequently, he questioned whether the presence of representatives in Committee Meetings could suffice in determining a quorum, to which he suggested that the matter must be addressed in the Internal Rules of Procedure before its finalization.
